Client authorisations for eDavki
For a firm to prepare and file forms in eDavki for a client, the client must grant it an authorisation in eDavki to work with forms (an external EDP authorisation, form EDP-PE_1 or EDP-PE_2). The authorised party is the firm, with the firm’s tax number and name, not an individual accountant.
The app cannot read the authorisation from eDavki. So you record in the app what you know about it, and the app acts on that:
- a group batch prepares a form when the authorisation is Stranka sporoča, da je podeljeno (client says it is granted) or Preverjeno v eDavkih (verified in eDavki);
- downloading a form for import into eDavki, and filing it, are possible only when the authorisation is Preverjeno v eDavkih.
The page is in the left menu under Servis → Skladnost in roki → Potrdila in pooblastila (certificates and authorisations). An accountant sees the clients they lead; a firm admin sees every client.
Ask the client for the authorisation
- On Potrdila in pooblastila, click Zaprosi stranko (request from client) in the client’s row.
- Choose EDP-PE_1 (vsi obrazci) (all forms) when the firm handles every form for the client. If you handle only some, choose EDP-PE_2 (izbrani obrazci) (selected forms) and tick them.
- If the firm should receive the documents FURS serves on the client, also tick Prosi tudi za pooblastilo za vročanje (Vročanje-PE) (also ask for the authorisation to receive documents). The eDavki authorisation does not include it.
- If you file ZZZS refund claims for the client, also tick Prosi tudi za pooblastilo na portalu SPOT za zahtevke ZZZS (also ask for the SPOT authorisation for ZZZS refund claims).
- Click Pošlji (send). The client gets it in their portal, among the firm’s messages. It names the firm by its tax number and name, because in eDavki the client authorises the firm, not an individual accountant. The client’s status becomes Zaprošeno (requested).
In the portal the client clicks Prenesi izpolnjen list za pooblastilo (download the prefilled authorisation sheet) on the request and gets a sheet with everything they enter in eDavki. The quickest way is to grant it in eDavki, where it takes effect once the application reaches the status “Obdelan uspešno”. They can upload the eDavki receipt right on the request; the app keeps it as the evidence when you record the status.
Record the authorisation status
- On Potrdila in pooblastila, click Zabeleži stanje (record status) in the client’s row.
- Choose the status. Choose Stranka sporoča, da je podeljeno when the client tells you they granted it. Choose Ni podeljeno (not granted) when you checked in eDavki and it is not there.
- Choose the form: EDP-PE_1 (vsi obrazci) (all forms) or EDP-PE_2 (izbrani obrazci) (selected forms). For EDP-PE_2, tick the forms it covers.
- If the authorisation is time-limited, enter its last valid day. An empty field means it is valid until revoked.
- Click Shrani (save).
Mark that you verified the authorisation in eDavki
- In eDavki, open the client’s profile and check under Pooblastila that the external authorisation is granted to your firm.
- In the app, click Zabeleži stanje and choose Preverjeno v eDavkih.
- Tick the box confirming you saw it in eDavki. Without it, Shrani cannot be clicked.
- Click Shrani. The app records who verified it and when.
Set the filing controls
A firm admin sets the rules. By default only an admin prepares filings for a group of clients, and only a client’s lead or backup files its returns. A firm admin may file a client that has no lead.
- Open Nastavitve firme (firm settings).
- In the Notranje kontrole oddaje (filing controls) section, turn Obračune v skupini za več strank lahko pripravi le skrbnik servisa (only a firm admin may prepare filings for a group of clients) on or off.
- Turn Obračune stranke lahko odda le njen vodja ali namestnik (only the client’s lead or backup may file its returns) on or off the same way. The change is saved at once.
- For a colleague’s review before filing, turn on Zahtevaj potrditev drugega uporabnika (require approval by another user) on Potrjevanje prejetih računov (supplier invoice approval).
When a colleague joins or leaves
In eDavki an accountant works for a client with their own qualified employee certificate, under an internal authorisation that the firm’s legal representative grants them in eDavki. The app neither grants nor checks these rights; you do that in eDavki.
- A new colleague. They get an employee certificate and log in to eDavki with it for the first time. The firm’s legal representative grants them internal rights in eDavki, at most as wide as the firm’s own. In the app, an admin names them lead or backup of the clients they will file for.
- A colleague leaves. The firm’s legal representative revokes their internal rights in eDavki or revokes their certificate; otherwise the former employee can still enter the firm’s profile. In the app, remove them from the firm and name a new lead or backup for their clients. If they held SPOT rights in their own name, revoke those too.
- Cover. While someone is away, the client’s backup files. If there is no backup, an admin names one before the deadline.
What success looks like
- The Pooblastilo za eDavke (eDavki authorisation) column shows the new status for the client.
- The warning that the lead or backup cannot file yet disappears once the authorisation is Preverjeno v eDavkih.
- Every change is recorded with the member’s name and the time.
Common issues
- A client is missing from the batch preview. No authorisation is recorded for the client, or it is not granted. The reason is listed in the preview table. Record the status once the client tells you they granted it.
- Downloading the form is refused because the authorisation is not verified. Check the authorisation in eDavki and mark it Preverjeno v eDavkih.
- An EDP-PE_2 authorisation does not cover the form. The client limited it to other forms. Ask the client for a new authorisation, or to extend it in eDavki.
